Delete corrupted file to re-download from remote store

Description

• While downloading segments from remote segment store, if the process stops abruptly, leaving incomplete segment files on local, starting the same process again fails the recovery with FileAlreadyExistsException
• In this change, we delete the partially downloaded file so that it can re-downloaded from the remote store.

@gbbafna @sachinpkale While this was blocked by other flaky tests, I don't think we should be merging this without passing checks.
