Per Board of Directors discussion on 4/15, clarified language to indicate that /vehicles is for regulator use and does not replace the value of a GBFS feed for consumer facing-applications.

Very minor language tweak to leave open the possibility that certain MDS APIs (specifically Policy) might one day be made available to the public.
