I'm in strong support of what you've contributed here. The open questions are important to take on now that we have consensus in #140 (that Collections will be spatial data resources). Note that in my slides for the Open OAB, I revised the definition to not include the word distribution and brought in some text from this PR. |

Motion: The SWG adopts the definition of Collections and Collection as documented in this pull request. They further agree to merge this Pull Request and use the definitions documented in the Collections.adoc file as the basis for further work on Collections. |

I think we need to revisit the use of "sub-resource distribution". See also #140.
