Thie updates the light client headers for

How to test:

# parity needs to have an empty light db for the hardcoded headers to kick in
# create a new db base directory
$ mkdir ~/light-test
$ parity --chain ~/your-cloned-directory/parity-ethereum/ethcore/res/ethereum/ropsten.json --light -d ~/light-test

From there you should see something like:

where the "Inserting hardcoded block #8798209 in chain" is the relevant part.

Check that a block hash match with what your favourite block explorer gives to make sure we're not on a bad fork.

Not sure how compatible it is with the stable version due to the changes in the genesis..

no kovan because of #10374, tried it 2 times in 24h with a full light sync without luck...

I have a fully-sync light-client on kovan, do you want me to export it?

Sorry @niklasad1 for some reason I just see that now. My problem is not to sync or export headers, the problem is to actually use them, see my comment in the issue: #10374 (comment)
