feat: validate po files on pull_request

Post-merge

• Require all pull requests to pass this test before getting merged, this will prevent Transifex PRs from being merged immediately without waiting for builds to complete: Updates for file translations/xblock-drag-and-drop-v2/drag_and_drop_v2/conf/locale/en/LC_MESSAGES/django.po in fr_CA on branch main [Manual Sync] #563

Yes, there are other minor improvements. I'll add more details to the issue: #549

This is probably the main check that we need need. For JavaScript, I'm not aware of a msgfmt alternative but I think we can find one.
