Backport of Add GA 4 support to edX platform (#32032)

Added support for GA4 to edX platform:

1. New settings have been added to configure the GA4 Google Analytics ID:

GOOGLE_ANALYTICS_4_ID = "G-TEST"

2. GA4 snippets added to the following templates:

• main.html
• accomplishment-base.html (certificates)
• main_django.html (wiki)
