This is not true, even when a dashboard is not saved, we should be able to generate a report file by clicking the download button

Keeping the discovery part ("I should be able to find any ...") independent of action part ("and download it") might simplify to visualize and expand the 2 parts individually (i.e. say another action part like "and view it" or "rerun it on different date range" etc would not affect the discovery part.) -- Just a thought.

1. As a user, I should specify the Type and the Name in the Search module.
1. As a user, I should fill the Type in a Select Input suggesting Saved Search, Visualization, Dashboard.
1. As a user, I should fill the Name in an Autocomplete Input.
1. As a user, I should be able to get report source data from a specific time range that I choose in a time range picker. Time range picker value should be persistent between tabs.
1. As a user, I can trigger the download pop up by clicking on `Download` button.
1. As a user, `Download` button should be unavalaible until a search, visualization or dashboard is found.

* In the absence of missing subsystems such as a Elasticsearch report scheduler plugin, the scheduling UI should be hidden or present the user with correct messaging (for example limited functionality)
* The service should be reliable - we should be able to generate a report in an acceptable time frame or else abort.
* **Security** - a user should not be allowed to create reports of resources they don’t have access to. For example, if a user should not be able to generate report of dashboard with index-pattern they do not have read permissions to.
* **Security** - permissions should be manage through security plugin
