RFC: centralize manifest overriding #1227

The idea is to move manifest configuration in one place and separate overriding from default manifests.
It will allow later move image overriding for default only manifest to the init stage.
With this logic the manifest are overridden for both enable and not-enabled case. Is it ok?
Still open question about cleanup after changing simultaneously enabled and DevFlags values.

Merge criteria

  • You have read the contributors guide.

  • Pull Request contains a description of the solution, a link to the JIRA issue, and to any dependent or related Pull Request.
  • Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
  • The developer has manually tested the changes and verified that the changes work

OverrideManifests() is by the matter of fact an internal method
called only from Reconcile() but not by any component external code.

Removing it from the interface gives per component flexibility in
implementation of the functionality.
