chore: refactor params.env

[HumairAK]

Refactor params.env, change order so v2 images are grouped together, and v1 are at the top, this is mostly to simplify automation

Also removed the comment for the swf owner ref inclusion and added it to the dspo deployment, and added an env var there as well.
