chore: update mlpipelines ui liveness/readiness to use http. #578

Livness probe via exec / wget seems flakey and seems to result in kfp ui crashing:

Despite the kfp UI working fine, this ends up restarting the pod and causing it to sporadically go into crashloop.

A new image has been built to help with testing out this PR: quay.io/opendatahub/data-science-pipelines-operator:pr-578
An OCP cluster where you are logged in as cluster admin is required.

To use this image run the following:

cd $(mktemp -d)
git clone git@github.com:opendatahub-io/data-science-pipelines-operator.git
cd data-science-pipelines-operator/
git fetch origin pull/578/head
git checkout -b pullrequest 9b4e57fcf0a5dc49dfe2ab146319efa33a968c74
oc new-project opendatahub
make deploy IMG="quay.io/opendatahub/data-science-pipelines-operator:pr-578"
