Add workaround to fix artifact passing

Work around to make storage artifact passing work until #494 is resolved.

A new image has been built to help with testing out this PR: quay.io/opendatahub/data-science-pipelines-operator:pr-513
An OCP cluster where you are logged in as cluster admin is required.

To use this image run the following:

cd $(mktemp -d)
git clone git@github.com:opendatahub-io/data-science-pipelines-operator.git
cd data-science-pipelines-operator/
git fetch origin pull/513/head
git checkout -b pullrequest 420719e8ca6fc05f5c63bb9ef6d00e542df2a124
make deploy IMG="quay.io/opendatahub/data-science-pipelines-operator:pr-513"

Deployed both v1 and v2 DSPAs and verified sample workflows run successfully. Verified artifacts were properly saved in Object Storage and respective Secrets were used for access (ds-pipelines-s3-{{.Name}} for v1 and mlpipeline-minio-artifact for v2)
