Add threshold parameter to cuda::HoughSegmentDetector

Tested locally that looks working roughly as much as non-CUDA counterpart relying on threshold.

Does not modify the behavior of existing call without the parameter. Doc comment simply copied from https://github.com/opencv/opencv/blob/4.x/modules/imgproc/include/opencv2/imgproc.hpp.
