This should probably be handled one section at a time to keep PRs small

As per our chat in gitter, I'll start working towards this, and we'll see how well it's going after the first PR.

I spent a couple hours on it last week, but I didn't manage to find time for it this week yet, I should be able to push something out tomorrow.

From SIG:

Span limits done
Next week coming: propagators, sampler, exporters
Week after: jeager, BSP, prometheus, zipkin

I am going to create individual issues for each of these so that others can help speed the process. @jtmalinowski which of these have you already started work on so I can assign them to you?
