[receiver/hostmetrics] enable feature gate `receiver.hostmetrics.norm…
…alizeProcessCPUUtilization` (#32502) **Description:** Switches the `receiver.hostmetrics.normalizeProcessCPUUtilization` feature gate to Beta, making it enabled by default.
