ROBOT release 1.9.5

I have created a new Milestone for 1.9.5: https://github.com/ontodev/robot/milestone/12

This includes 4 PRs. Apart from the robot.bat file, which was tested by @ehartley, I tested the other ones extensively and provided my feedback on the issues at hand - I recommend their merging.

I am already working with the community on the consequences of the ELK 0.5 migration, which is much less than I thought originally.

The most important change affecting backwards compatibility is a fix in the OWLAPI that previously ignored certain annotation properties that were built in during robot validate-profile. There are 9 OBO ontologies that will change their validation status because of this - including OBI.

If this is a selling point to wave this release through, I offer to you to fix the issues for OBI.

I just want to have that stuff out as soon as possible, so that the many PRs (dl-query etc) are not piling up too much.

Ok so I was hoping this:

1. Today I will prepare an ODK minor release. This does not include ROBOT.
2. We have ICBO and some presentations coming next week. If there is any hope for a release by Monday, 11 September, I would call that a major win.

It all comes down to your plans!

FYI, I have been using a version of ROBOT with all these branches merged in for the past two weeks!
