Feature: support SUPPORTS_POOL_VALUE_STATUS and default monitoring configuration.

Currently, the octodns_constellix provider only supports the default obey value for dynamic records.

The configuration of monitoring is not in line with https://github.com/octodns/octodns/blob/main/docs/dynamic_records.md

When creating WORLD monitors, this will be very expensive due to the current (inherent/default) flag to trigger all monitors at each interval.

So it would be nice to

• support all monitor status values (implement SUPPORTS_POOL_VALUE_STATUS)
• change the configuration to be in line with the overall documentation and deprecate the old mechanism
• use a more economic flag for the monitors to only trigger one site per region as a sane default
