deal with users who have judgements when you want to delete them. #999

Description

when you delete a user you need to deal with their jdugements. this checks that state and give syou the option of assind gthem to the anonymous ones.

Motivation and Context

I deleted a user account, but it left their jdugements hanging around, which broke the main book page.
