The cacache update made arborist reify tests very flaky, this PR should if possible wait for #7124 which is waiting for isaacs/promise-call-limit#12

Since the failures are tests and not npm itself (folks on resource-limited environments should already be seeing a need for increased timeouts and would set those accordingly) this PR is good to go.
