Since we choose to call the governing body as Technical Steering Committee, this patch replaces the old name Technical Committee. The GOVERNANCE.md has reference to the old name.

Hmmm, actually I think the TSC may technically run by slightly different documents, ala https://github.com/nodejs/dev-policy cc @nodejs/tsc |
