a HandleWrap

Modify the `fs.watchFile()` async hooks test to be more accurate; currently, it relies on undocumented methods and the fact that they use `MakeCallback()` even though there is always a JS stack below.
Wrapping libuv handles is what `HandleWrap` is there for. This allows a decent reduction of state tracking machinery by moving active-ness tracking to JS, and removing all interaction with garbage collection. Refs: nodejs#21093

LGTM — although it appears there's a related failure in the CI for the new expanded test.

So… the reason for this is that the stat watcher itself internally itself uses file system requests + timeouts. In order to witness a change, the write needs to hit a spot after the initial internal stat
request has completed, but that’s timing that we can’t really track.
I’ve updated to use common.platformTimeout(100)

Does the removal of this test case mean that we have to make the change semver-major? A lot of projects out there use the “tested = supported” rule.

@TimothyGu The reason for this change is that the stop
method on the handle itself is gone now. You could consider this a breaking change, but everything that has changed is two layers of undocumented internals deep.
Also, the reason for this particular test here was to make sure that the native stop
method would not crash with a segfault in the case of an invalid receiver, not for checking behaviour of the watcher API itself.
