win, build: add documentation support to vcbuild #19663

Adds doc option to vcbuild.bat which will install node-doc-generator dependencies and build the documentation in the %config%\doc folder.

Adds lint-md-build option which will download markdown linter.

Adds lint-md option, included by default in lint and test options which will run linter on the markdown files in the doc folder.

And maybe it is worth to also port the mentioned $ NODE=/path/to/node make doc-only to just build docs with an existing node.

@bzoz Is there real need for this? As @vsemozhetbyt mentioned $ NODE=/path/to/node make doc-only does the job just as well.

We all know vcbuild.bat is not the easiest to handle piece of code we have...

If you feel there is real need I would be much more supportive of an approach like #13992 where the new code is in a sub-batch in tools/msvs, and vcbuild just calls to it.

@refack I've meant $ NODE=/path/to/node make doc-only on non-Windows OSs.
I've tried to build docs on Windows with the Makefile, it is possible, but not easy: #19330

@vsemozhetbyt The vcbuild documentation is rather sparse, I don't think we need adding doc building there. It could be worthwhile to document all vcbuild options somewhere, but that sounds like a job for a separate PR.

I don't really want to add support for external NODE. The vcbuild is already complicated and I guess the usual use-case is building docs after adding something to Node and building it.

@refack IMHO there is a need for this. I'm 100% sure we should add documentation linting to vcbuild, we can also add documentation building while we are at it.

refack IMHO there is a need for this. I'm 100% sure we should add documentation linting to vcbuild, we can also add documentation building while we are at it.

Ok. But can we wait with this a bit. I'm working on a solution (roll-up) that will eliminate the need to "build" the linting tools. So we'll only need the "run" part.

It seems the #20307 is approved so --template=doc\template.html can be deleted after that PR is landed to sync with the Makefile change.

Not sure if I remember correctly, but for batch files, cd does affect the outer shell environment, right? i.e. in case of a failing npm install we’d be stuck here? Is that a non-issue for some reason, or am I just misremembering?
