Fix for #2042 (comment)

Fixes issue 1 in nodejs/node#30152

This has been run on test-osuosl-centos7-ppc64--le-2 and it worked

This has addressed the bzip2 issue seen on the V8 builds (we now hit a different error): nodejs/node#30152 (comment)

Temporarily marked test-osuosl-centos7-ppc64_le-1 and test-osuosl-centos7-ppc64_le-2 offline so @AshCripps can rerun ansible on them.

The rebuilt Python 3 looks good (nodejs/node#30152 (comment)) -- the V8 CI on centos7-ppcle now fails in an identical way to benchmark-ubuntu1604-intel-64 which is due to gclient not supporting Python 3.
