[AssignTiles] Refactor pass to make it more extensible (#1079)

This PR refactors the `AMDAIEAssignTiles` pass to prepare for adding
more complex tile assignment strategies to make effective use of the
available memory. This PR on purpose doesn't make any (major) change in
how the tile assignment happens currently.
