there were some duplicate keys in the rename dict for _fix_grib2, I commented the further up ones
"this is no longer needed as of isort>=5"

Initial pre-commit config + and ran on all files. Made some edits in order to please flake8, in some cases commenting out some functions that need more work.
Applying pyupgrade (1f621ef) mostly removed
u""strings and brought in f-strings where.formatwas being used.
