Request to add INA226 voltage / current monitor

Another special request from the originator of Issue #179 and Issue #180. This time to add an INA226 voltage / current monitor on the I2C bus for use in the Software Defined Radio project. I looked at sample code online and it is fairly straight-forward, however due to the nature of the measurements it looks like it will require float math, which is expensive from a Flash perspective. That aspect will relegate this to a special build, perhaps fitting in the same special build already underway for that requestor.

It looks interesting and might even be useful to one of my projects so I will give it a try. Not sure if this will be successful or not, and it looks like several weeks of "spare time". This may force use of the I2C EEPROM in the requestors project to make Flash space available.
