[stable27] fix(3rdparty): Revert accidental 3rdparty bump

• The backport of [stable27] emit an event when a message is logged #38816 unluckily brought in a 3rdparty change
• The change was not part of the master PR, so I guess it was a human error on the backport emit an event when a message is logged #38490
• The diff is kind of breaking (removing 3rdparty lib) but it should be fine because it is not used by default code anymore and everyone else should use the OCP wrapper: nextcloud/3rdparty@6f18457...216b791
• So it's either reverting the 3rdparty (this PR) or we pick the 2 other changes from https://github.com/nextcloud/server/pull/38514/files to resatisfy psalm
• Other 3rdparty touching PR was clean: chore(deps): Drop swiftmailer/swiftmailer #38516

I lack the technical understanding, so I am fine with any option but my management gene prefers the one with the lowest effort.

Does the 3rdparty ref point to the correct commit? There are 2000 changed files 🤔 had a closer look at the original PR
