Ref remove comments tab from files server#41201

Therefore comments will not load anymore with:
https://github.com/nextcloud/announcementcenter/blob/main/lib/Controller/PageController.php#L103

Required steps:

Copy the used assets into this repo or a shared library
Make sure the new code is loaded
