Proposed functionality

Add views to aid in the management of object-based permissions and their assignments to users & groups. This functionality will be removed from the Django admin UI.

Use case

The admin UI is being removed in NetBox v4.0 (see #12325).

If memory serves me, @abhi1693 had a POC to remove this from the admin UI and play with this. Might be useful.

I only played with making users and groups UI which have already been implemented in a separate FR.
