A newer version of github.com/google/cel-go exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.

The upstream still hasn't fixed the compilation issue. Closing this PR for now, and let's wait until 0.24.0 is released and see if it will alleviate the problem.
