This PR is based upon the ideas in #1136

this is based upon 0d44fc2 with the addition of Product Shared Secrets

* device token auth strategy requires opt in during runtime
* add an `Experimental` badge
* improvements to the shared secrets UI
* add authorization to the Product Settings LiveView

Next part of #1136

Adds support for individual device secret auth. These can also be
associated with a production shared secret auth to track when a
device auth is created from the product auth (coming next). This will
be helpful in the future to easily deactive all device tokens associated
with a deactivated production token
