This PR automatically fetches bank holidays for Berlin, when they are needed. It only fetches them once for each year and stores them in a table, so we always have consistent data, when we want to look back in time.
This should be especially useful for employees that are not in Germany, as it is already hard sometimes for Berlin residents to know when the bank holidays are.
Bank holidays are announced on the sprint start notification and also will prevent adding leaves on those days.
