Add ms_cfg.ini cycle capability

For system upgrade of internal EEPROM, would be useful to have the capability to run a number of ms_cfg.ini sequently, sort of like some of the way linux initialization works.
ms_cfg.ini0 then rename to ms_cfg.ini0run - to enable EEPROM APP layout to be initialized
ms_cfg.ini1 then rename to ms_cfg.ini1run and reboot - to enable APP configuration to be initialized, and force a clean startup
ms_cfg.ini - standard configuration - may be present or may use EEPROM defaults.
