Testing instructions, background context, more in-depth details of the implementation, and anything else you'd like to call out or ask reviewers.

I don't believe we have any documentation about how our CI/CD workflows are setup, so a new user to the template has to piece together how all the .github/workflows fit together. Adding some documentation around it.
