Changes
Adds a "Build and push Docker image" GitHub Action workflow that pushes to AWS ECR for deployment.
The workflow is run manually by going to the Actions tab and clicking "Run workflow".
Context for reviewers
Need a user-friendly mechanism to deploy a Docker container so that BDT users have access to a web chatbot running in the container.
