Updated local PostgreSQL to 13.x
Local Test Steps
run
bin/start-postgres-localstackto restart postgres pod.Restart harmony and all services.
Verify the PostgreSQL is now running at 13.12 and harmony functioning as expected (e.g. harmony request works and workflow-ui works).
