Fix #412, Rename CodeQL workflows

Renames workflows to better describe what each one does. The CodeQL
"reusable" workflow is meant to be used by other workflows.

The CodeQL "Analysis" workflow calls the "reusable" CodeQL workflow to
execute the static analysis runs.
