Is your feature request related to a problem? Please describe.
The following requirement isn't verified in coverage (or functional) test:
cEVS3108.2: If the Local Event Log is full, the cFE shall increment the Local Event Log Overflow counter.

Describe the solution you'd like
Add verification of LogOverflowCounter behavior in Test_Logging unit test function.
