Work in HttpUtility class

Description

• Fix code style throughout the class.
• Add and fix several Intellisense comments.
• Add Unit Tests for UrlConvert and other methods in HttpUtility.

Motivation and Context

• Improve comments for docs.
• Add more uint tests to increase coverage.
