multi config scenario (Azure#2898)

* Update version to dummy 1.0.0.0'

* Revert version change

* multi config scenario bare bones

* multi config scenario bare bones

* Stash

* Add multi config test

* Run on arm64

* RCv2 is not supported on arm64

* Test should own VM

* Add single config ext to test

* Add single config ext to test

* Do not fail test if there are unexpected extensions on the vm

* Update comment for accuracy
