A new TMC message updates a previously received one if all of the following are true:

  • The primary location (CC, LTN and Location Code) matches (location code 65535 matches anything)
  • The directionality matches
  • The update class of at least one event matches (special event 2047 matches anything)
  • The sending TMC service (CC, LTN and SID) matches
  • The duration matches, or the message is not a forecast event
  • The new message is complete
