Fixes #10150.
Switching completely to a cmake based build rule isn't possible at this moment. It currently misses some options (e.g., options to switch on AVX-512 or build for quad precision among other things). But the missing files are already created on configuration with cmake. So, this doesn't add much to the total build time.
