Test the mail connection in the test_connection tool

From 2.5, central server will need a mail server configured to send feedback/support requests. It would be helpful for support to have an easy way to test if this is configured correctly

Describe the solution you'd like 🎁

Add a mail connection test step to the test_connection tool. I don't think it will know whether or not we are on central server, but we can at least info mail not configured.
