Create Rolling distro pipeline definition. #185

This change is to create Rolling distro pipeline definition.

Here are notes about the steps:

Copy and rename ros/azure-pipelines.foxy.release.yml into ros/azure-pipelines.rolling.release.yml.
Copy and rename ros/foxy folder into ros/foxy.
Replace the distro code name into rosdistro.
Update ros/rolling/repos.ps1 and replace the target rosdistro branch to rolling/2021-03-17.
Run ros/rolling/repos.ps1 to generate ros/rolling/rolling* files.
Replace version string in ros/azure-pipelines.rolling.release.yml.
