chore: chromedriver and geckodriver dependencies along with circleci config

This PR includes a set of changes needed to fix the CI job failures currently hit due to mismatch between the Chrome version installed in the CI jobs and the Chrome versions supported by the chromedriver dev dependencies (and so it supersedes also PR #573).

Along with that change this PR is also:

• updating the nodejs version used in the CI jobs (from node 14 to node 20)
• fixing a unit test to match the new expected behavior with the changes applied from Fix no-op check to work with Safari and support of old browsers #582
• updating the inline comment that mention the circleci cli command to use to run the CI job locally on docker (updated to the command line options expected by more recent version of the circleci cli tool)
• updating the geckodriver dependency (from 3.2.0 to 4.3.3, and so this PR also supersedes PR chore(deps-dev): bump geckodriver from 3.2.0 to 4.2.1 #541)
