Update dependencies and translations to the most recent versions

I have created a number of follow-up issues for problems encountered during this work:

• The typescript 5.6.2 update failed: left out of this PR and tracked in Update typescript to version 5.6.2 #18770.
• The puppeteer 23.4.0 update failed; updated to the last good version 23.3.1 in this PR and tracked in Update puppeteer to version 23.4.0 #18773.
• The "Text selection using mouse doesn't jump when hovering on an empty area in a single page" integration test fails consistently locally only; tracked in Fix the "Text selection using mouse doesn't jump when hovering on an empty area in a single page" integration test #18774.
• The "Select text with the pointer hovering an existing highlight must check that an existing highlight is ignored on hovering" integration test fails consistently on the Windows bot only; tracked in Fix the "Select text with the pointer hovering an existing highlight must check that an existing highlight is ignored on hovering" integration test #18775.
