Scheduled weekly dependency update for week 43 #1605

The flake8 failures were caused because we previously pinned pyflakes and pycodestyle to old versions because flake8 was not compatible with them. Now that flake8 has updated to be compatible with them, I removed the pins and updated those two dependencies. Then I fixed the lint errors that were asserted after that upgrade. @peterbe r? |
