Following on from #2998, this again attempts to enable Arm64 testing given the Cargo and GitHub limitations discovered on previous attempts.
Specifically, this update adds the generated
arm64.ymlworkflow that tests all crates using--no-runso that at least all code cross-compiles targeting Arm64. Workarounds:--no-runis required since GitHub doesn't provide Arm64 runnerscdylibdependencies - Need a reliable way to get the target dir from the build script rust-lang/cargo#9661
