Support fixed width terminals and toggle line wrapping

This PR fixes #74501

To do:

• fix alt+z/option+z (add terminal.integrated.toggleWrapping to commandsToSkipShell seemingly didn't work?)
• context menu entry Set width to content in tabs and editor
• on mac error removeChild - the node to be removed is not a child of this node in terminalInstance.dispose
• improve hit target on scrollbar
• create upstream issue isWrapped isn't updated when resize occurs xtermjs/xterm.js#3482
• shift wheel problem with vertical scrolling deferred to on windows, shift and mouse wheel cause diagonal scrolling when terminal has fixed width #133638
• persist fixedDimensions so reloading works as expected deferred to persist fixedDimensions so reloading works as expected #133639
• clear the context key when appropriate
• add another command that's used when fixed rows/cols are set similar to how the editor works with pin/unpin
