Testing microsoft/vscode-jupyter#11963

  • use new kernel picker
  • explore all options a few times
  • 🐛 notice how QP flashes, between the options it hides and re-shows which shouldn't happen. It should be a QP always on flow without the flicker/flashing

Yep, it should be moved into core.
