Duplicate of other Pipeline.
We don't need to run against all OS & Both 2.7 & 3.8 version of Python on PR.
We let CI run against master (after PR is merged) for multiple OS & multiple Python versions.

E.g. running typescript unit tests takes <4 minutes on Linux, & >10 minutes on Windows.
That's a whole job wasted & ends up blocking PRs unnecessarily
